Deuxièmement, le monde doit être multi-polaire. Un seul pôle-monde est inacceptable. La omination est quelque chose que nous ne pouvons pas permettre. Nous ne pouvons pas accepter un ordre mondial imposé par un pays qui prendrait toutes les décisions, fut t’il aussi puissant et influent que États-Unis d’Amérique. Un tel monde est instable et sources de conflits.
Troisièmement, la Russie ne veut pas la confrontation avec d’autres pays. La Russie n’a pas l’intention de s’isoler. Nous allons développer des relations amicales avec l’Europe, les États-Unis et d’autres pays, autant que possible.
Quatrièmement, la protection de la vie et la dignité de nos citoyens, où qu’ils se trouvent est une priorité incontestable pour notre pays. Nos décisions de politique étrangère seront basée sur cette nécessité. Nous allons également protéger nos interêts économiques à l’étranger. Il doit être clair pour tous que nous répondrons à toute acte d’agression commis contre les nôtres.
Cinquièmement, comme c’est le cas des autres pays, il y a des régions dans lesquels la Russie a des intérêt privilégiés. Ces régions abritent des pays avec lesquels nous partageons des relations historiques particulières et avec lesquels nous sommes liés, comme avec des amis ou de bons voisins. Nous accorderons une attention particulière à nos travaux dans ces régions et à construire des liens d’amitié avec ces pays, et nos proches voisins.
Ce sont les principes que je suivront dans l’exécution de notre politique étrangère.
First, Russia recognises the primacy of the fundamental principles of international law, which define the relations between civilised peoples. We will build our relations with other countries within the framework of these principles and this concept of international law.
Second, the world should be multi-polar. A single-pole world is unacceptable. Domination is something we cannot allow. We cannot accept a world order in which one country makes all the decisions, even as serious and influential a country as the United States of America. Such a world is unstable and threatened by conflict.
Third, Russia does not want confrontation with any other country. Russia has no intention of isolating itself. We will develop friendly relations with Europe, the United States, and other countries, as much as is possible.
Fourth, protecting the lives and dignity of our citizens, wherever they may be, is an unquestionable priority for our country. Our foreign policy decisions will be based on this need. We will also protect the interests of our business community abroad. It should be clear to all that we will respond to any aggressive acts committed against us.
Finally, fifth, as is the case of other countries, there are regions in which Russia has privileged interests. These regions are home to countries with which we share special historical relations and are bound together as friends and good neighbours. We will pay particular attention to our work in these regions and build friendly ties with these countries, our close neighbours.
These are the principles I will follow in carrying out our foreign policy.

Первая позиция: Россия признаёт первенство основополагающих принципов международного права, которые определяют отношения между цивилизованными народами. И в рамках этих принципов, этой концепции международного права, мы и будем развивать наши отношения с другими государствами.
Второе, мир должен быть многополярным. Однополярность – неприемлема. Доминирование – недопустимо. Мы не можем принять такое мироустройство, в котором все решения принимаются одной страной, даже такой серьезной и авторитетной, как Соединённые Штаты Америки. Такой мир неустойчив и грозит конфликтами.
Третье, Россия не хочет конфронтации ни с одной страной. Россия не собирается изолироваться. Мы будем развивать настолько, насколько это будет возможно, наши дружеские отношения и с Европой, и с Соединёнными Штатами Америки, и с другими странами мира.
Четвёртое, безусловным приоритетом является для нас защита жизни и достоинства наших граждан, где бы они ни находились. Из этого мы будем исходить при осуществлении своей внешней политики. Мы будем также защищать интересы нашего предпринимательского сообщества за границей. И всем должно быть понятно, что если кто-то будет совершать агрессивные вылазки, тот будет получать на это ответ.
И, наконец, пятое. У России, как и у других стран мира, есть регионы, в которых находятся привилегированные интересы. В этих регионах расположены страны, с которыми нас традиционно связывают дружеские, добросердечные отношения, исторически особенные отношения. Мы будем очень внимательно работать в этих регионах и развивать такие дружеские отношения с этими государствами, с нашими близкими соседями. Вот из этого я буду исходить при осуществлении нашей внешней политики.
Что же касается будущего, то оно зависит не только от нас – оно зависит и от наших друзей, от наших партнёров по международному сообществу. У них есть выбор.
